About Medhavi Skills University
Medhavi Skills University (MSU) is a government-notified private skills university established under a State Act in Sikkim, dedicated to promoting quality skill education and entrepreneurship integrated with higher education. As a pioneering institution in the convergence of the skilling ecosystem with higher education, MSU aligns with the National Education Policy, 2020 (NEP 2020). Recognized by the UGC and established in 2021, MSU collaborates with industries and Skill Development Institutes to offer work-integrated courses, embedding on-the-job internships and training within the curriculum. MSU is a recognized Awarding Body under the National Council for Vocational Education & Training (NCVET) and is empaneled with the Directorate General of Training (DGT). About Medhavi Foundation
Established in 2012, the Medhavi Foundation is the parent body of Medhavi Skills University. It is a Section 8 Not-For-Profit company and is a recognized training partner for the National Skill Development Corporation (NSDC). The Medhavi Foundation is empanelled with the Ministry of Skill Development and Entrepreneurship as a Third-Party Aggregator (TPA) and Basic Training Provider for the promotion of apprenticeship training under the National Apprenticeship Promotion Scheme. The foundation has trained 2,20,000+ candidates and placed 1,90,000+ candidates in 20+ states. We have collaborated with 46 Skill Academies & Pradhan Mantri Kaushal Kendras. With 500+ partners, Medhavi's empowered workforce is spread across 18 sectors. Role Overview
The role focuses on acquiring and executing government-sponsored projects, particularly in education, skilling, and social impact sectors. The incumbent will be responsible for identifying funding opportunities, managing stakeholder relationships, overseeing bid management, ensuring compliance, and leading project execution for successful outcomes.


Key Deliverables-

Project Acquisition & Execution:
  • Identify, evaluate, and acquire government-sponsored projects & impact-driven initiatives.
  • Lead the end-to-end execution of acquired projects, ensuring successful delivery.

Liasioning & Stakeholder Engagement:
  • Build and maintain relationships with government bodies, ministries, and funding agencies
  • Represent Medhavi Foundation in government meetings, industry events, and policy discussions.

Proposal & Bid Management:
  • Identify and evaluate tenders from various sources.
  • Interpret tender requirements and align them with organizational capabilities.
  • Lead the preparation of RFPs, EOIs, bids, and project proposals.
  • Ensure accurate and timely submission of tenders and proposals.

Internal Coordination & Compliance:
  • Work with internal departments to gather necessary information for bid submissions.
  • Ensure all documentation and compliance requirements are met.
  • Track project timelines, deliverables, and reporting obligations.

Follow-up & Performance Monitoring:
  • Monitor the status of submitted tenders and follow up with relevant authorities.
  • Oversee project execution, ensuring timely implementation and impact assessment.


Key Requirements:
  • Proven experience in acquiring & managing government-sponsored projects in education, skilling, or social impact sectors.
  • Strong liaising skills with government agencies, funding bodies, and stakeholders.
  • Expertise in tendering, proposal writing, bidding, documentation, and compliance.
  • Ability to work under tight deadlines and manage multiple projects simultaneously.
  • Strong leadership, negotiation, and communication skills.


Qualifications & Skills Required:
  • Bachelor’s/master’s degree in business administration, Public Policy, Development Studies, Social Sciences, or a related field.
  • Additional certifications in Project Management, Government Liaison, or Public Procurement are a plus.
  • Strong understanding of government procurement processes, tenders, and funding mechanisms.
  • Expertise in proposal writing, bid management, and project documentation.
  • Proficiency in MS Office Suite (Excel, Word, PowerPoint) and project management tools.
  • Knowledge of compliance frameworks, regulatory requirements, and reporting structures in government projects.
  • 5+ years of experience in acquiring and executing government-funded projects in education, skilling, or social impact sectors.
  • Demonstrated ability to identify and secure government tenders, grants, and funding opportunities.
  • Experience in stakeholder management and government liaising at various levels.
